For the Oatmeal Cookie Base:
1 1/2 cups old-fashioned rolled oats
1 1/4 cups flour
1/2 teaspoon baking soda
1/2 teaspoon salt
7 tablespoons butter, softened, wrapper reserved
1/2 cup dark brown sugar
1/2 cup sugar
1 egg
1 teaspoon vanilla extract

For the Filling:
1 tablespoon butter
7 ounces condensed milk
1 cup (6 ounces) semi-sweet chocolate chips
1/2 teaspoon salt
1 teaspoon vanilla extract
1/2 cup mini marshmallows
1/2 cup chopped walnuts (optional)

Topping:
1/2 cup mini marshmallows
1/2 cup (3 ounces) semi-sweet chocolate chips

Directions:
Directions:
Preheat oven to 350 degrees
Cookie Base: In medium bowl, whisk together oats, flour, baking soda and salt and set aside. In large bowl, cream together butter and sugars using an electric mixer until light and fluffy, about 2 - 3 minutes. Add egg and vanilla and mix until fully incorporated. Add dry ingredients, about 1/3 at a time, mixing for just a few seconds with each addition until the dry ingredients have been barely incorporated. Finish mixing by hand, stirring to make sure that dry ingredients have been fully incorporated.

Grease an 8X8" pan using butter. Press 2/3 of cookie base into greased pan.

Filling:
Place butter, condensed milk and chocoalte chips into microwave-safe bowl. Microwave for 30 sec and stir. Continue microwaving in 1--15 secs until chocolate has just melted and mixture is smooth. Add salt, vanilla, marshmallows and chocolate chips evenly over top and bake 28-32 mins, until marshmallows are nicely browned. All bars to cool before cutting.
