3/4 c. butter, melted
3/4 c. brown sugar
1 1/2 c. oatmeal
1 1/2 c. flour
1/2 tsp. salt
1/2 tsp. baking soda
15oz Werther's Original Chewy Caramels
1/4 c. half & half
1 1/2-2 c. chocolate chips

Directions:
Directions:
Combine the butter, brown sugar, oatmeal, flour, salt and baking soda. Reserve 1 c. of mixture and set aside. Firmly press the rest of the mixture into the bottom of a 13x9 baking pan and bake at 350 for 10 minutes.

While the crust mixture bakes combine caramels and half & half in a double boiler until completely melted.

Take the crust mixture out of the oven and add the melted caramel on top. Then add chocolate chips and the rest of the crust mixture on top. Bake for 10-15 more minutes until chocolate chips are melted and the crust mixture starts to turn golden.
