2 cups flour
1/2 cup brown sugar, firmly packed
1 1/2 tsp. baking powder
1 1/2 tsp. ground cinnamon
1/2 tsp. salt
1/2 tsp. ground nutmeg
1/4 tsp. ground ginger
1/4 tsp. ground cloves
1 cup butter, softened
1/4 cup milk
1/2 cup almonds, finely chopped

Frosting:
1 1/2 cups powdered sugar
1 tsp. ground cinnamon
2 to 3 tbsp. milk
slivered almonds (optional)

Directions:
Directions:
Put all the dry ingredients in a medium bowl; mix well. In another bowl, beat butter and milk together. Add flour mixture slowly, until well-incorporated. Stir in almonds. Shape dough into 1-inch balls. Place on parchment-lined cookie sheets and bake in a preheated 350º oven for 10 to 15 minutes or until lightly browned. Immediately remove from the cookie sheets. Cool. Frosting: In a small bowl, combine all frosting ingredients except almonds. Dip cooled cookies into frosting and decorate with almonds.

Mom found this recipe years ago and made it part of her Christmas Cookie List. They are spicy, soft and delicious. The taste always reminded us of the "Dutch Windmill Cookies" you could buy at the store...but so much better!
