2 tablespoons flour
2 tablespoons chili powder
1/2 teaspoon ground cumin
2 cups water
1 teaspoon salt
1/4 teaspoon garlic powder
1 (8 ounce) can tomato sauce

Heat oil in large 2-quart saucepan; stir in flour and chili powder and cook for one minute. Add remaining ingredients. Bring to a boil and simmer for about 10 minutes.
