2 onions, sliced
3/4 cup sugar
Cover and simmer for 15 minutes. Stir.

Add:
1 cup water
1/4 cup vinegar
1 tsp salt
5 bay leaves
3 cloves garlic

Boil. Then add fish and cover. Cook on medium flame for 25 minutes.
