Mix rice, hamburger, onion, salt and pepper together. Separate leaves from cabbage and boil for two minutes in water until pliable (can also be cooked a few at a time in a microwave oven) . Do not overcook the leaves as they will fall apart. Put one tbsp of hamburger mixture into each cabbage leaf; roll up from stem end of leaf; folding in sides to make a bundle; secure with a toothpick. Place bundles into a small roaster or large casserole. Cover with one large can of tomatoes and water. Bake covered at 350 for one hour.
