4 C. tator tots
1 lb. hamburger
1 - 10 oz. pkg chopped broccoli (thawed)
1 - 2.8 oz. can French fried onion rings
1 med chopped tomato
1 can cream of celery soup
1/3 C. milk
1 C. shredded cheddar cheese
1/4 tsp garlic powder
1/8 tsp pepper

Directions:
Directions:
Place tator tots on bottom and up sides of 9X13 casserole dish. Bake uncovered at 400 for 10 min. Brown hamburger and drain. Place hamburger, broccoli and half of onions, and tomato in potato shell. Combine soup, milk, 1/2 C. cheese and seasonings. Pour over beef mixture. Bake covered at 375 for 20 min. Top with remaining cheese and onions. Bake uncovered 2-3 min longer.
