1/4 cup extra-virgin olive oil
1 onion, cut into 1/4 inch dice
1 carrot, cut into 1/4 inch dice
1 T. minced garlic
Salt to taste
3 1/3 cups water
Finely grated zest and juice of 2 lemons.
1 1/2 cups long-grain rice
Freshly ground pepper to taste
4 scallions (including 3 inches of green), thinly sliced on the diagonal.
1/4 cup chopped fresh mint leaves

Directions:
Directions:
Heat oil in a pot over low heat. Add onion and carrot: cook until wilted, about 15 minutes and add garlic the last 3 minutes. Season with salt.

Add water lemon zest and juice to the pot and bring to boil. Stir in rice, reduce heat to medium-low, cover and simmer until rice is tender. about 20 minutes. Put in bowl and add pepper and scallions and mint. Fluff and serve.
