Preheat oven to 350º. Grease and flour 13 x 9 pan.
Peel caramels, put in a corning ware dish, and add 1/3 cup of condensed milk then set aside.
Mix: box of cake mix, rest of condensed milk, 1 1/2 blocks of melted butter, and pecans.
Beat at high speed of electric mixer until well mixed. Batter will be stiff and thick.
Spread by patting 1/2 of batter in pan, (This will make bottom layer). Bake 6 minutes only.
While baking, melt caramels in microwave on reheat (80% power) stirring often.This must be kept warm or it will harden.
Remove batter from oven sprinkle chocolate chips over cake. Pour (spread) caramels over chocolate chips evenly. Sprinkle or pat remaining batter over caramels. Bake 15 minutes. Cool Completely.
