1 small cabbage
1 lb. ground turkey or beef
1/2 c. chopped onion
3/4 c. instant rice
1 tsp. salt
1 tsp. pepper
2 (10 oz.) cans condensed tomato soup
2 c. water
1/2 c. Parmesan cheese, grated

Directions:
Directions:
Preheat oven to 350º.

Brown turkey/beef with onion. Stir in rice, salt, and pepper. Finely chop cabbage and layer in the bottom of a well greased 9 x 13 inch pan. Spoon browned meat mixture over cabbage. Mix soup and water. Pour it evenly over the top. Sprinkle with Parmesan cheese. Cover pan with heavy duty aluminum foil. Bake for 90 minutes.
