1 c baking cocoa 1 c boiling water
1 c butter or margarine softened 2-1/2 c sugar
4 eggs 2 tsp vanilla extract
3 c cake flour 2 tsp baking soda
1/2 tsp baking powder 1/2 tsp salt
1 c (8 oz) sour cream

FROSTING:
2 c (12 oz) semisweet chocolate chips 1/2 c butter or margarine
1 c (8 oz) sour cream 1 tsp vanilla extract
4-1/2 to 5 c confectioners' sugar

Directions:

Dissolve cocoa in water; set aside. In a mixing bowl, cream butter and sugar. Add eggs, one at a time, beating well after each. Add vanilla. Combine flour, baking soda, baking powder and salt; add to creamed mixture alternately with cocoa mixture and sour cream. Pour into three greased and floured 9-in. round baking pans. Bake at 350° for 30-35 minutes or until a toothpick inserted near the center comes out clean. Cool for 10 minutes; remove from pans to wire racks to cool completely.
In a heavy saucepan, melt chocolate chips and butter over low heat. Remove from the heat; cool for 5 minutes. Place in a mixing bowl; add sour cream and vanilla. Mix well. Add sugar; beat until light and fluffy. Spread between layers and over top and sides of cake. Refrigerate leftovers.
