1 c. water 2 c. sugar 1/4 c. butter or margarine 4 c. instant powdered milk
Combine water and sugar in a saucepan. Stir over medium heat until sugar dissolves. Pour mixture into a blender. Add butter. Blend on low, gradually adding powdered milk. Blend on medium until smooth. Store in refrigerator.
