2 lbs. ground beef
small onion
3/4 tsp. pepper
3/4 tsp. salt
1 3/4 c. water
1 (6 oz.) tomato paste
1 envelope spaghetti sauce mix
12 oz. sliced mozzarella cheese

2 eggs
1 c. milk
1 T. oil
1 c. flour
1/2 tsp. salt
parmesan cheese

Heat oven to 400. Brown ground beef, onion, pepper and salt. Drain. Add spaghetti mix, water and tomato paste and simmer for 10 minutes. Pour into a greased 9x13 pan. Top with cheese. Keep hot in oven while preparing the topping.
Topping: Beat eggs, milk, flour and salt. Pour over meat and cheese. Sprinkle with parmesan cheese and bake for 30 minutes.
