Boil 4 1/2 cups water. In a large bowl, stir boiling water into 3 pkgs. of dry strawberry Jello until completely dissolved. Add 2 tubs of Cool Whip. Stir with wire whisk until completely melted. Stir in strawberries. Referigerate several hours until set. Use remaining Cool Whip for top layer or garnish.
