Brown hamburger with salt, pepper and onion. Layer the mashed potatoes, then the hamburger in 9 x 13 pan. top with cheese. Cook at 350º just until cheese is melted. Add canned milk, sugar, butter, melted, salt, pepper. Thicken with cornstarch. Pour over potatoes. Sprinkle more cheese on top. Bake until hot.
