Bring broth to a rolling boil. Rub flour on both sides of tortillas, using flour. Cut into 1 1/2" pieces. Drop tortillas pieces into boiling broth. Reduce heat and cover. Let simmer 20 mins.Stir in chicken and milk. Heat throughout. Remove from heat and let stand 10 mins. 5 grams of fat.
