Whisk flour and milk in a saucepan until smooth at medium heat. Bring to a boil while stirring and cook for 2 minutes or until thick. Cover and refrigerate until chilled. Cream butter and sugar. Add to chilled milk mixture. Beat for about 10 minutes or uhntil fluffy. Stir in vanilla.
