Mix together flour, brown sugar, and softened butter. Set aside. Peel and slice apples into a 9X9 inch pan. Mix white sugar and water together and pour over apples in pan. Sprinkle with cinnamon. Top with brown sugar, flour mixture. Bake at 350º for 45 minutes. Serve with ice cream.
