In a 2 cup microwave safe cup, stir together sugar and cocoa. Add water stir until well blended. Microwave on High 1-2 minutes unit fixture is hot and cocoa and sugar are well dissolved. Once stirred, cool the cover and chill.
1 cup of syrup
Can be stored in refrigerator for several weeks if covered.
