1 lb. ground beef
1/2 c. chopped green pepper
1/2 c. chopped onion
2/3 c. water
1 envelope taco seasoning
1 can black beans, drain off top liquid
1 can Rotel tomatoes
6 flour tortillas
3 to 4 c. shredded Mexican cheese blend
1 can refried beans

Directions:
Brown beef, green pepper, and onion. Add taco seasoning and water. Simmer 2 minutes. Stir in black beans and tomatoes. Simmer uncovered 10 minutes. Grease 9"X13" pan. Layer--starting with 2 tortillas, then 1/2 of refried beans, 1/2 beef mix, 1 c. cheese, repeat. End with tortillas then cheese. Cover and back at 350 for 25-30 minutes. Uncover last 5-10 minutes for crunchier top.
