1 lb hamburger, browned
1 can cream of celery soup
1 can cream of mushroom soup
1/2 can of water
1/2 tsp onion powder
1/2 tsp garlic powder
4oz sour cream
2 cups white rice
salt and pepper to taste

Directions:
Directions:
Mix together all of the ingredients except the sour cream and white rice, on a hot burner. Once everything is mixed well, and warmed, blend in the sour cream. Serve over white rice.
