1/4 tsp red pepper
1/4 tsp black pepper
1/2 tsp sugar
1/2 tsp thyme
1/2 tsp allspice
1/2 tsp rosemary
1/2 tsp chives (fresh or dry)
2 oz water
2 oz vinegar
2 oz olive oil

Blend all in ziploc bag with steak and refrigerate for min 1 hour before cooking.
