1 can beef broth
2 cups water
2-3 cups cubed and peeled potatoes
1 1/2 cups chopped carrots
1 small chopped onion
1/4 cup chopped green peppers
1 jalapeņo pepper, seeded and cut
1 clove minced garlic
1/2 teaspoon salt
1 pound hamburger, cooked and drained
2 1/2 cups milk, divided
2 tablespoons flour
8-10 oz Velveeta cheese, cubed
2 teaspoons peppercorns

Boil potatoes in water and beef broth. Add carrots, onions, peppers, and garlic. Once potatoes are soft, add hamburger. Pour in 2 cups milk, then add flour and 1/2 cup milk. Mix until there are no lumps. Pour into mixture and stir. Add cheese and peppercorns. Boil and let stand for 1/2 hour. Serve hot with warm rolls.
