2 cups all purpose flour
1 cup sugar
3/4 tsp. baking powder
1/2 tsp. baking soda
1/2 tsp. salt
1/2 cup milk
2 eggs
1/2 cup veg. oil
1 tsp. grated orange zest
1 cup fresh or frozen blueberries, thawed

Directions:
Directions:
Preheat oven to 375. Coat muffin pan with nonstick spray. Whisk together flour, sugar, baking powder, soda, & salt. Whisk together in small bowl milk, oil, orange zest. Pour mixture into flour, stir just until combined. Fold in bluberries. Spoon batter into prepared muffin pan. Sprinkle each muffin with 1/2 tsp. sugar. Bake for 23 mins. or until lightly brown.
