3 c water
1 c soy sauce
1/3 c brown sugar
1/3 c white sugar
1/3 c kosher salt
1/2 ts onion powder
1/2 ts garlic powder
1/2 ts pepper

Directions:
Directions:
Add all ingredients in a non-metal bowl. Add fish and soak in brine, 4 hours. Smoke until done.
