Pour the water and bran (the sticks work better than the buds) into a large bowl. Soak bran for a few minutes until it is soft. Pour in the brownie mix and add baking powder. Mix well until blended. Divide into 24 greased muffin tins. Bake at 350º for 20 minutes. Cool and serve.
