1 c. Sugar
1/2 c. Water
3 - 5 c. Milk

Directions:
Directions:
Stir together cocoa, sugar and water in medium size pan. Heat to boiling and until mixture begins to rise in pan. Add milk. You can add more or less milk depending on how chocolaty you like it.
