In a medium saucepan, bring whipping cream to a simmer, remove from the heat. Add chocolate chips and stir until melted. Place pan in a bowl of ice water; stir constantly until cooled. Gradually whisk in sugar until smooth and thick. I let this cool a bit before putting the pan into the bowl of ice water. Otherwise it takes a long time for it to thicken up.
