Prepare charcoal in fire pit. Charcoal is ready for cooking when it is totally covered with a layer of ash.
Combine in bowl: ground beef, bread crumbs, taco seasoning, water, powdered milk. Shape into patties, one for each patrol member.
Combine in zip top bag: potatoes and cheese dip.
Place 1 patty on each aluminum foil sheet, top with 3/4 cup potato mixture (for 6) or 1 cup potato mixture (for 8).
Wrap up foil to make air tight seal on all seams.
Place foil packets on charcoal. Cook 15 minutes on one side, turn and cook an additional 10 minutes on other side. Remove and let cool 5 minutes.
When opening packets, be careful to avoid hot steam.
