Directions:
Stem and seed dried chilies. Wash and tear into pieces. Put into a blender and soak in hot tap water until water is cold. While chilies are soaking, you can brown meats in a skillet. Move meats to a large cooking pot. In the skillet, saute onion and garlic. Add to meat mixture. Add tomato sauce and Ortega chilies. Blend chilies in the blender for about 1 minute. Pour into cooking pot. Cover and simmer about 2-1/2 hours or until sauce cooks down and thickens. Spread a flour tortilla with refried beans, meat sauce and cheese. Roll and close ends.
