1 1/2 cups Flour, 1 cup Sugar, 1/2 cup Cocoa, 1 tsp. Salt, 1 tsp. baking Soda, 1 cup Water, 1/3 cup Oil, 1 tsp. Vanilla, 1 tsp. Vinegar, Filling: 8 oz. Cream Cheese, 1/8 tsp. Pepper, 1 Egg, 6 oz. Semi-Sweet Chocolate Chips, 1/3 cup Sugar

Directions:
Directions:
Mix all together the flour, sugar, cocoa, salt soda, water oil, vinegar and vanilla. Pour into lined cup cake pan. Only filling 2/3 full. Mix up filling, Cream cheese, salt, egg, choc. chips and sugar. Drop by heaping T. into cake batter. Bake at 350 for about 25 minutes.
