In large pot, combine:
4 cups water
4 cups diced potatoes
1 cup diced celery
1 cup diced carrots
cup diced onion
2 tsp salt
tsp pepper
2 3 cups chopped broccoli
cup butter
cup flour
4 cups milk
4 cups shredded cheddar cheese

Directions:
Directions:
Add all ingredients except broccoli. Cover and simmer 5 minutes. Add Broccoli.
While simmering make in saucepan:
Melt butter and add flour to make paste like consistency. Slowly add milk.
Add mixture to veggies. Heat through, do not boil, Add shredded cheddar cheese.
