Beat eggs until foamy. Add cream of tartar. Beat until stiff. Add sugar, 2 tablespoons at a time. Beat until very stiff. Add vanilla and almond extracts and vinegar. Grease cookie sheet and line with wax paper. Drop spoonfuls of batter onto cookie sheet. Bake at 250F for 45 minutes then raise to 275 until golden brown. Fill with ice cream and strawberries or whipped cream and strawberries.
