In a very large microwaveable bowl place the chocolate chips and 2 T. water. Microwave on high for 1 minute. Remove and with a wooden spoon stir vigorously to melt and cool the chocolate. Add the 6 slightly beaten egg yolks in three batches, stirring vigorously to mix. Add the powdered sugar and stir until incorporated and the chocolate mixture is smooth and shiny.

Beat the egg whites and cream of tartar until stiff peaks form. Whip the cream until firm peaks form. Gently fold 1/3 of the egg whites into the chocolate until incorporated.
