Melt margarine in 9x13 inch glass pan. Mix flour, 1 1/4 cups sugar, 1 3/4 Tablespoons cocoa and milk. Pour mixture over margarine. Do not stir. Mix 1 1/2 cups sugar and 1/2 cup cocoa. Sprinkle over above mixture. Do not stir. Boil water and pour over all. Do not stir. Bake in 350º oven for exactly 30 minutes.
