2 cups flour
1/2 tsp. baking soda
1/2 tsp. salt
1 cup brown sugar
1 1/2 cups oatmeal
1 bag of caramels
4 tsp. milk
1 cup chocolate chips
1 cup margarine

Directions:
Directions:
Combine flour, soda, salt, sugar & oatmeal, cut in margarine. Save 1 cup of crumbs. Press crumbs in 9x13 pan. Bake 12 minutes at 350. Over low heat melt caramels & milk. Spread over crumbs & sprinkle with chocolate chips & reserved crumbs mixture & bake an additional 15 minutes.
