Cookies: Cream together shortening, sugar and egg yolks. Sift together flour; cocoa; baking soda; baking powder and salt and add alternately with milk mixture. Add hot water and mix until smooth. Drop by teaspoonful on greased cookie sheet. Bake at 400º for 10 minutes.
Filling: Beat together egg whites, vanilla, flour and shortening. Then add 3-4 c. confectionery sugar to desired consistency. Fill by putting two cookies together.
