2 Tbls oil
1 (3-4 lb) beef roast
1 tsp pepper
4 medium onions quartered
4 celery stalks - cut
1 bay leaf
2 beef bouillon cubes
1 1/2 cups boiling water
6 potatoes - cut
6 medium carrots - cut
1/4 cup cold water
3 Tbls flour

Heat oven to 325. Brown roast in Dutch oven on stove - 5 minutes on each side. Pepper. Place in roasting pan.

Add onions, 1 stalk celery and bay leaf. Dissolve bouillon in boiling water - add to roast. Cover and bake one hour. Add remaining veggies and bake 1-1 1/2 hours. Remove meat and veggies.

Mix flour and cold water. Add remaining broth. Cook over medium heat until mixture thickens. Combine all together and serve!
