15 caramels
1 cup flour
3/4 cup brown sugar
1/2 teaspoon salt
1 cup chocolate or butterscotch chips
3 tablespoon evaporated milk
1 cup oats
1/4 teaspoon baking soda
3/4 cup butter

Directions:
Directions:
Melt caramels and milk. Combine flour, oats, sugar, baking soda, salt and butter. Reserve l cup mixture and pat remainder in 13"x9" pan. Bake at 350 for 10 minutes. Sprinkle chips over crust, then drizzle caramel over top. Sprinkle with reserved crumbs and bake for 10-15 minutes longer.
