1 lb ground beef
1/4 c onion, diced
1/4 c green pepper, diced
1/4 c dry bread crumbs
1 egg
1/8 tsp pepper
1/4 tsp salt
1 can cream of celery soup
1/3 c water

Directions:
Directions:
In bowl, mix first 7 ingredients until well blended. Shape into patties.
In lg skillet, brown in oil. Drain oil and add soup and water. Simmer 15-20 minutes (add more water if needed to keep from burning.)
Serve over mashed potatoes or rice
