1 Cup Flour 1 Cup Rolled Oats 3/4 Cup Brown Sugar 1/2 Tsp. Baking Soda 1/4 Tsp. Salt 3/4 Cup Butter, melted Filling: 1 Cup Chocolate Chips 3/4 Cup Carmel Topping, mixed with 3 Tbsp. Flour
Combine above ingredients to form crumbs. Press half of mixture into well greased 9 inch square pan and bake at 350º for 10 minutes. Top with filling. Sprinkle remaining crumbled mixture over filling and bake at 350º for 15 to 20 minutes.
