Base : 1/2 c. melted margarine, 1/2 c. oil, 2 eggs, 1 c. water, 3T. cocoa, 1/2 c. sour milk, add vinegar to sour, 1 tsp. soda, 2 c. sugar, 2 c. flour. Filling: 1-1/2 c, sugar, 1-1/2 c. white shortening, 3/4 c. milk, 1-1/2 T. water, 3/8 tsp. salt, 1-1/2 tsp. vanilla, 1-1/2 c. powdered sugar. Frosting: 1 c. sugar, 1/2 c. milk, whole milk works best, 6 T. margarine, 1-1/4 c. chocolate chips

For the base combine the ingredients and put in a greased 10 1/2 x 14 1/2 in pan. Bake at 350 for 25-30 min. Cool. Filling: Put sugar, shortening, milk water, salt, and vanilla in a bowl. Beat for 5 min. then add powdered sugar and mix well. Spread on cool bars. For the frosting bring sugar, milk and margarine to a boil. Boil for 1-1/2 - 2 min. Remove from heat and add chocolate chips. Beat until thick. Frost bars while frosting is still warm as it sets quickly.
