3 tablespoons butter
4 cups water
8 cups vegetable broth
1 carrot, diced
1 chopped onion
2 cloves garlic minced
2 packages cheese tortellini
1 can evaporated milk
1/8 teaspoon red pepper
finely shredded parmesan cheese

Directions:
Directions:
Melt butter in large soup pot. Cover and cook garlic, carrot and onion in butter for 10 minutes, stirring occasionally.

Stir in broth and water. heat to boiling, reduce heat; stir in tortellili. Cover and simmer 20 minutes.

Stir in red pepper and evaporated milk. Cover and simmer 10 minutes.

Thicken with flour if necessary.
Sprinkle serving with parmesan cheese.
