14 oz caramels
1/3 C milk
1 C rolled quick oats
1 C flour
3/4 C brown sugar
1/4 tsp salt
1/2 tsp baking soda

1 stick butter

1 1/4 C chocolate chips
3/4 C cocktail peanuts

Melt caramel with milk and keep warm. Combine oats, flour, sugar, salt, and soda together. Use pastry blender to cut in butter - makes pea sized crumbs. Press 2/3 of oat mixture into greased 9X13 pan.
Bake for 10 minutes. Remove from oven and sprinkle with chocolate chips and peanuts. Drizzle with melted caramel and remaining oat mixture. Bake additional 12 minutes. Cool and cut into 36 bars.
