In a small sauce pan, place first 8 ingredients. Bring to a boil & reduce to a simmer till veggies are tender.
In a large heavy pan, melt butter, add flour, garlic powder, & salt to make a soft paste.
Add half & half slowly& stir until thick.
Add reserved clams.
Stir & heat through.
Serve immediately, Do not simmer.
If too thick, add more milk to desired consistency.
Garnish with dill weed.
