2 c nonfat dry milk
1 c enriched flour
1 c or 2 1/4 lb print margarine
1 c cold milk or water
Salt and pepper

Directions:
Directions:
Into a bowl, measure dry milk, flour and margarine. Cut in margarine until the mixture is like fine crumbs. Store in covered container in refrigerator. To make white sauce, measure 1/2 cup milk into pan. Then add milk or water, and season with salt or pepper. Cook over low heat, stirring constantly until thick. For extra flavor, use tomato juice or stock as the liquid.
