1 1/2 c. water
2 c. potatoes, peeled and cubed
2 small carrots, peeled and sliced
1 small onion, peeled and diced
1/4 c. green pepper, chopped
1 jalapeno, seeded and chopped
1 clove garlic, minced
1 T. beef bouillon
1/2 tsp. salt
1 lb. ground beef, cooked and drained
2 1/2 c. milk
3 T. all purpose flour
8 oz. American Cheeese

In a large dutch oven combine water, potatoes, carrots, onions, peppers, garlic, bouillon and salt and bring to a boil. Reduce heat and simmer 15-20 minutes until potatoes are tender. Stir in beef and 2 cups of milk. Heat through. Combine flour and remaining milk and stir until smooth. Add to beef and vegetable mixture and stir for 2 minutes until bubbly. Add cheese and stir until melted. Top soup with bacon just before serving.
