1 8oz. pkg. cream cheese
1/3 cup sugar
1 egg
1 tsp. salt
1 6 oz. pkg. chocolate chips(not melted)
1 1/2 cups flour
1/4 tsp. salt
1 cup sugar
1 T. vinegar
1 cup water
1/4 cup cocoa
1 tsp. vanilla
1 tsp. baking soda

Mix filling ingredients (first five ingredients) with a hand mixer and set aside. Mix dry ingredients with a fork. Mix in wet ingredients. Fill paper muffin cups 1/3 full with cocoa mixture. Drop about 1 T. of filling in center. Bake at 350 for 20 minutes.
